As a recent trend, most developed countries have experienced rapidly increasing health expenditure compared to the slow economic growth, which could cause a serious financial problem. Consequently, a number of healthcare policies have been devised to reduce the health expenditure. Especially, rapid population ageing together with technological changes in the case of Korea requires health expenditure containment measures in the near future.
In order to provide a successful healthcare policy, we need detailed healthcare data which can give exact information on the health expenditure tendency and its determinants. Furthermore, these data should be available to perform empirical studies so as to evaluate the effectiveness of the healthcare measures. In this context, panel data which consist of repeated observations on the same cross section of individuals or households over time, deliver the average of the intertemporal differences of many people that neither cross-section nor time-series data alone can.
In this article, we survey all the available healthcare data in Korea and evaluate these data whether to apply for empirical studies. In addition, as a foreign case, we examine the contents and structure of MEPS(Medical Expenditure Panel Survey) which is the representative healthcare panel data in US. As a conclusion, we suggest the major contents which should be included in our planned healthcare panel data.
